I googled some sketches of Hearn and Hill.. both could be determined to be mentally disabled. Hearn has been diagnosed with fetal alcohol syndrome, and very low intelligence.. Hill fits all pschological standards of being menally retarded.

replace 'could' with 'should' above.. and clemency on the basis of mental incapacity has almost never been granted.

And Ohio Gov. John Kasich commuted the sentence of John Eley to Life in Prison... despite a recommendation against it by the Board of Parole.. good for him.
