It is not disrespect of papal magisterium to register difficulties with supposedly pastoral recommendations on the basis of prudential criteria.

alas the Pope is the highest See - no one can remove him (except God - watching that health deteriorate francis)
but he can remove himself by preaching heresy
so technically as some cardinals are saying.....there is after all a Sede Vacante situation and francis has removed himself but just staying till his health wears out and then he wont have a choice
