this was discussed in a previous post regarding the Church on this forum.
Recap the hierarchy (Pope, Bishops, clergy etc) alongside the Sacraments, constitutes the Structure of the Church while the laity form the substance of the church.
of the 3 elements, if at any time one is missing from the mystery, substance, structure then one cannot define it as Church. All 3 elements must be present.
Naturally the mystery is always present because it is the link to Christ and not even the gates of hell can prevail against it.....
If you do not have the substance element - the people of God - the laity then there is no point having a structure because there would be no one to preach to or administer sacraments to and the mission and evangelization aspects the laity are then called to go out and live....is affected.

Laity can be scientists so technically they are included. The scientists may be Catholic also or by inclusion be exposed to the Catholic real. Mission is an extraordinary thing and the way the Holy Spirit brings in people to the fold.Apostolic Exhortations are addresses emphatically urging the faithful to consider a particular spiritual matter or activity, of importance to the Pontiff. Despite the similarities, apostolic exhortations carry less authority than encyclicals, and are not considered legislative.
